Rate Limiting for DoS Mitigation

Hello All,
Hoping to configure and use "Rate Limiting". We have recently seen a number of traffic spikes to an https web application. If I understand "Rate Limiting" correctly this might allow me to monitor, track and slow/block requests in that application if deemed above a threshold? If so do I need to have "https inspection" in place to use the below items: We currently do not have the https inspection enabled on the firewall. Hoping we can still see the rate of requests?

Rate limiting is enforced on:
o Bandwidth and packet rate
o Number of concurrent connections
o Connection rate
